Project Brief

The value chain study of the cluster shows that the share of value captured is less than 10% in the cluster. The women artisans have minimal market exposure to market, lower skill set and no alternative work to demand for higher compensation. It creates a situation for exploitation and continued plight of the community. The average earnings of the women artisan ranges between Rs 10,000 to Rs 12,000 per annum due to low wages (Rs 75 to 100 per day) and low number of engagement days (100-120 days in a year).

 The PE is proposed to manage end to end supply chain including raw material procurement, order fulfillment, marketing, brand promotion etc. Its main objective is to consolidate the fragmented supply chain and organize the cluster as one entity. It will create economies of scale and scope, improve coordination among various players in supply chain and create a brand for the cluster.

Handloom industry plays an important role in the development of the rural economic scenario of Chhattisgarh. Cotton handloom fabrics of Raipur, Balodabazar, Mahasamund, Durg, Rajnandgaon, Dhamtari, Balod, Bastar and Sarguja District have their own unique identification. The value chain study of the cluster shows that the in the existing structure, around 39% of the product cost is the cost of the raw material. Depending upon the intensity of artistic/manual work required the labor cost might vary from 30-35% which includes pre and post weaving processes). The women weavers have minimal market exposure to market, lower skill set and no alternative work to demand for higher compensation. It creates a situation for exploitation and continued plight of the community. In order to improve the livelihood of the community, it is proposed that the community be given higher control over the value chain through Producer Enterprise (PE).

Through these interventions it is estimated that while the remuneration of the weavers can be increased by more than 80%, and an additional 10% value can be achieved in form of patronage bonus from profits of the PE.The PE is proposed to manage end to end supply chain including raw material procurement, order fulfillment, marketing, brand promotion etc. Its main objective is to consolidate the fragmented supply chain and organize the cluster as one entity. Eri silk is woolly white silk is often referred to as the fabric of peace when it is processed without killing the silkworm. This process results in a silk called Ahimsa silk. Moths leave the cocoon and then the cocoons are harvested to be spun. In India, it is grown in the states of Assam, Meghalaya, Nagaland, Manipur, Arunachal Pradesh, Bihar, Jharkhand, Chhattisgarh, Orissa, Karnataka, Andhra Pradesh and some small cities in other states.

Palia block of Lakhimpur seems to be a fertile ground for incubation of a community based enterprise. While Jute and Handloom is practiced majorly, the women are also open to experiment with banana fibres, water hyacinth etc. The cluster has been supported by number of lead women but it has resulted in concentration of power with these few women. Therefore, to ensure growth of community as a whole, there is need to develop an enterprise which is run professionally and brings an structured approach to the development of the cluster.
